((Just so you know, the setting is the Relic Stone in Orre. Also, the only character I play is Celebi))
Celebi rushed around nervously. Bending down, she picked up a feather dropped by a Taillow. She fluttered around the forest clearing, dusting and picking up small objects that trainers sometimes leave behind as offerings of thanks for helping open up their Pokemons' hearts. She stuffed them all under a pile of leaves that she called her bed. She stared anxiously at the mouth of the cave. Hopefully the two guards she had hired were enough to restrain any trainers. She did not want any trainers- or wild, brainless Pokemon- when the legendaries came.
Celebi was a good-natured Pokemon, unlike most legendary Pokemon. When the great rulers Lugia and Ho-oh requested that they have another meeting, Celebi always raised her hand. Most of the others didn't like the legendaries trampling on their worthless items, but Celebi didn't mind. Cleaning and preparing for trainers was her life's work. How could she not contribute it to the Legendary Council's work? Besides, her habitat was much easier to hide in, especially since there was a river for the water types, large trees the size of some of those human-made mountains she had heard were called malls for the bird types, and nice, hard stone to sit in for those types who just didn't want to get their butt dirty.
The Legendary Council was as old as time itself. As soon as the young princes Lugia and Ho-oh were born, they decided to organize a council that would keep the world in order until the end of the world. When the other, regular Pokemon decided they wanted to join up, they were rejected because of their failure to make Lugia or Ho-oh break a sweat when battling them. Only be best-and the strongest- could get in. Each of the legendary Pokemon in the Council was given a part of the world to look after. Entei, Raiku, and Suicune, the three brothers, were given the land of Johto. Kyogre and Groudon were given the seas and land of Hoenn. Latios and his sister Latias were given the skies of Hoenn. Rayquaza was given the whole region, because his power was so great, but instead he decided to keep to himself in a tower.
Recently, Lugia had sent a message via Pidgey that there was to be another meeting. Lugia didn't say that there was a problem, but the Pidgey's voice sounded urgent. That was five days ago. Now His Excellency and his brother were to come to this meeting, followed by all the other legendaries in the Pokemon World.
